アメリカのシステミック・レイシズム：組織的な人種差別

今アメリカはコロナ・パンデミックに加え、人種差別の問題に関係したデモ、暴動に揺れている。

America is facing not only the pandemic crisis but also large-scale demonstrations and riots to oppose racism all over the country.

今までもに何回も見ている光景だ。どこかの街で人種差別による警察官の暴力で黒人が殺される。それに対して暴動が起こる。

We have seen them many times before: a black person got killed by police officers in some city. Then, riots to protest the racism broke out.

個人の人種差別に加え、社会的なシステムに差別が浸透して、人種によって社会の対応が変わってくる “システミック・レイシズム” について考えよう。

Individual racism is one thing, but when racism is permeated through systems, and some people are treated differently by a society collectively, the problems are deeper.

日本の感覚

僕が日本で育った時は社会的な人種差別や、差別を目にする事はなかった。逆に髪型や服装を違えて、わざと人とは違うようなる事がやりたい人がいるぐらいだった。

Growing up in Japan, I didn’t witness systemic racisms or discriminations. Rather, some wanted to be different by wearing hair and clothes in certain ways.

そうして、違って扱われることで、社会に怒りをぶつける理由をわざわざ作って、被害者の役をやりたいという感じがした。

As if they wanted to be treated differently so they will have an excuse to get mad at society, playing victim.

個人ではなく人種で判断される

そんなわけで、最初は、自分の人種のために、社会から良くないと判断されて育つ事を想像するのは難しかった。

So, at first, it was hard for me to imagine growing up in a society where you are automatically judged based on what race you are.

白人ではないがために、道を歩いているだけで疑われるなんて考えられる？

Can you imagine walking down the street and people are suspicious about you because you are not white?

殺される可能性だってある。そしてそんな心配は子供の頃からずっとだ。

Sometimes, you could be murdered. And that concern starts from your childhood.

僕は直接面と向かって人種差別を受けた事は無いが、人種のために警察から目を付けられると感じる事はある。

I have never experienced racism directly aimed at me in a confrontational way, but I had felt being racially profiled by police before.

幸運な事に、僕の今までの経験は大した事態には発展しなかった。一生の間そうやって人種のために不等に扱われるのはどんな事なのかは、想像力を働かせるしかない。

My experiences have been luckily not that bad. I can only imagine what it is like to be treated unfairly based on your race all your life.

エイミー・クーパーの事件　Amy Cooper incident

警官が武器を持たない黒人を殺してしまう事件の他に、この国の組織化された人種差別を浮き彫りにする事件が最近あった。

Besides an incident that policemen killed an unarmed black man, there was another incident that revealed systematic racisms in this country recently.

公園内でルールに違反して犬を放していた白人女性が、犬を綱に繋げてくださいと注意した黒人男性と口論になり、警察に通報したのだ。

A white woman who had her dog unleashed against the park rule called police on an innocent black man just because he told the woman to leash her dog .

自分が違反していたのに関わらず、彼女は「黒人男性」が彼女と彼女の犬を脅していると、嘘の通報をしている。しかも、緊迫した声を使い、まるで男性が今にも攻撃しようとしているふりをした。

Falsely claiming that “an African American man” was threatening her when she was breaking a law. She even faked the distressed voice as if the man was about to attack her. Here is the video link with CNN news article.

システミック・レイシズム

この事件は彼女自身の差別感情だけでなく、社会全体に組み込まれた人種差別も露わにしている。

What this incident shows is not only her racism but the systemic racism as well.

エイミー・クーパーは警察は白人女性である彼女の味方だと思っている。警察は黒人男性よりも彼女の言う事を信じると仮定しているのだ。もしビデオがなければ警察は彼女を言う事を信じていただろう。それがシステミック・レイシズムだ。

Amy Cooper thinks police are for her, a white female. She is assuming that the police will believe her against a black man. And she was probably right if there was not video. And that’s systemic racism.

まとめ

そして、このコロナ・ウイルスのパンデミックもシステミック・レイシズムを明らかにしている。

Also, this corona-virus pandemic is revealing the systemic racism.

貧困層の、非白人層の人たちに偏ってウイルス感染数そして死亡数が高いのだ。

Poor and minorities are more exposed to the virus so they have more cases and deaths disproportionally.

心が締め付けられるほど悲しい事態だ。

This is heart wrenchingly sad.
